LWBA CONSTITUTION AND RULES
OBJECTIVES
1. To promote good fellowship amongst bowlers’ resident in London and the surrounding Counties.
2. To arrange matches with other Associations and Clubs.
RULES OF THE ASSOCIATION
1. The Association shall consist of bowers born in Wales, of Welsh Descent, or with a Welsh Affiliation.
2. The Officers of the Association shall consist of a President, Senior and Junior Vice Presidents, Immediate Past President, Honorary Secretary, Honorary Treasurer, Assistant Secretary, and Assistant Treasurer
3. The Executive Committee shall consist of the Officers and a Committee of four Members who shall be elected at the Annual General Meeting and shall retire annually, but shall be eligible for re-election. The retiring President shall remain a member of the executive for one year. Honorary Life members shall be eligible to attend Executive Meetings in an advisory capacity, but only entitled to vote if an Officer or an Executive Committee member.
4. Five members shall form a quorum.
5. There will additional positions of Indoor Match Secretary, Outdoor Match Secretary, Tour Secretary, Welfare Officer, and Web Master. Members holding these positions will only attend committee meetings as and when required.
6. The Executive shall have power to fill any vacancies which may occur in its numbers during the year.
7. The Association’s financial year shall run from 1st January to the 31st of December each year.
8. The Annual General Meeting shall be held within the first three weeks of April. Notice of date, time and place of the AGM shall be sent to members at least three weeks beforehand.
9. (TRUSTEES). Two trustees for the use and benefit of the Association shall hold all properties of the Association. The trustees will be the two members elected at an Annual General Meeting, to the offices of Honorary Secretary and Honorary Treasurer. The Trustees shall act as directed by a resolution of the Executive Committee duly recorded in the minutes. The trustees will hold office until such time as a change is recorded at an Annual General Meeting.
10. The main business of the AGM shall be to receive reports from all elected Officers, to approve the Statement of Accounts, to agree the level of subscription for the following year and to elect Officers, Executive Committee members, and an Honorary Financial examiner
11. Any member playing their first game for the Association will be presented with their London Welsh Cloth Badge. After playing six games either indoors or outdoors a member will have qualified to purchase the London Welsh Bowling Association full blazer badge.
12. Any member who has actively supported the Association for a minimum of one year may be elected at an Annual General meeting to the position of Junior Vice President. The member must be nominated by a full member and seconded by any current member of the Executive Committee.
13. The level of the Annual Subscription shall be recommended to the Annual General Meeting by the Treasurer, with any member under the age of eighteen being charged half of the agreed Annual Subscription, and shall be set, after due consideration, by the voting members at the Annual General Meeting.
14. A subsidy to be provided to the incoming President of £450 in the first year, this would be increased by the annual RPI in all subsequent years, in order that the President may provide suitable mementoes during the Presidential year.
15. The Constitution and Rules shall only be changed at an Annual General Meeting. Any member wishing to propose an alteration to the Constitution and Rules, must submit any suggestion(s) in writing to the Honorary Secretary, duly proposed and seconded at least 14 days prior to the AGM.
16. In all cases of misconduct, the Association shall follow the Disciplinary Procedures laid down in Bowls England Regulation 9 and in any amendments made to the current regulation 9.
17. A request of an Extraordinary General Meeting must be signed by not less than twenty members. The request must state the reasons for seeking an EGM and the business to be discussed. The Honorary Secretary shall be empowered to convene such a meeting giving at least fourteen days’ notice of the place and time.
18. Honorary Life Members shall be recommended by the Executive Committee as a member who is considered to have given outstanding service to the Association.
Any Member of the Association can propose another for life Membership, by sending a letter to the Association Secretary with the name of the member for Consideration, this is then brought before the next Executive Committee Meeting for discussion. If the nominated person is a member of the Executive, then the Secretary will canvass all other members of the Executive before the meeting and a majority vote is needed. Members not having paid their Annual Subscription and having ignored any reminders from the Association shall be deemed to be no longer a member of the Association.
19 In the situation that the Association ceases to exist thus resulting in its dissolution any funds remaining should be passed to a relevant Bowls Charity.
